Transforming Downtowns into Mixed-Use, Mixed-Income Neighborhoods

Downtowns were significantly disrupted by the shift to hybrid work in response to the COVID-19 pandemic. Less foot traffic in these areas has negatively impacted retail, small businesses, public space, transportation, and public safety. Many cities are experiencing declining demand for office space, an essential component of their local commercial markets, while at the same time facing housing shortages and rising construction costs.

This session will feature the recent work of ULI members through Advisory Services Panels and Technical Assistance panels to address these challenges. Presenters will draw from their expertise and experience in downtown revitalization, office conversions, and housing to discuss what is next for downtowns. Examining the growing collection of strategies and best practices, this session will focus on the inclusion of attainable housing and place-based activation in reimagining downtowns as neighborhoods.
