Kate helps communities implement inclusive economic growth and development strategies. Her practice as a Partner with HR&A Advisors draws on over 20 years of experience in the public and private sectors to drive inclusive neighborhood and community development; support mission-driven development; and generate equitable economic growth strategies. Kate’s career has spanned management of some of the most complex public and private development initiatives in New York City; to cultivation of economic turnarounds in small and mid-sized cities across the Midwest; to shaping of downtown adaptation strategies nationwide. Prior to joining HR&A, Kate served as Development Director with Brookfield Properties and as Senior Vice President for Development at the NYC Economic Development Corporation. In 2023, Kate Co-Chaired ULI’s Advisory Services Panel on revitalizing Downtown San Francisco and co-authored with ULI and SPUR a report on office to residential conversion opportunities in San Francisco. She has been a member of ULI’s Public Development and Infrastructure Council since 2017, and previously served as a faculty advisor with the ULI/NLC Rose Center for Public Leadership in Land Use.

Downtowns were significantly disrupted by the shift to hybrid work in response to the COVID-19 pandemic. Less foot traffic in these areas has negatively impacted retail, small businesses, public space, transportation, and public safety. Many cities are experiencing declining demand for office space, an essential component of their local commercial markets, while at the same time facing housing shortages and rising construction costs.
