Mr. Phillip Kash

HR&A Advisors, Inc.

Phillip Kash is a nationally recognized practitioner and leader of H&RA's housing affordability practice. With over 15 years of experience tackling the most pressing challenges facing cities, Phillip works with governments, community advocates, and private stakeholders to develop policies, programs, strategies, and tactics as it relates to land use, subsidies, tenancy, fund design, and underwriting support. He has overseen underwriting for $1B+ units of affordable housing nationwide - including those included in Amazon's Housing Equity Fund, conceptualized the deployment of interactive, digital housing analysis for the states of Maine, Indiana, and Michigan, and developed programs that protect tenant rights, create middle-income housing, support unhoused populations, and empower first time homebuyers (seen in the California Dream for All program). Over his career, Phillip has crafted over 25 housing plans for communities nationwide, including the City of Charlottesville, City of Detroit, and City of Chattanooga. Prior to joining HR&A, Phillip worked at Enterprise Community Partners where he advised on affordable housing, nonprofit business planning, neighborhood revitalization and resilient recovery programs. As a Director, he provided technical assistance to local governments and nonprofits nationwide; designed and implemented programs; and advised on affordable housing development projects.

ULI Corporate Partnerships & Strategy Presents: New Perspectives on Solving the Growing Housing Affordability Crisis

The lack of housing affordable and attainable to American families has spread from coastal cities into communities across the country. It seems nowhere is immune to the pressures of providing adequate housing, causing challenges to families, employers, and the economic well-being of communities. Innovative solutions across the public and private sector have emerged to address these challenges: design and construction techniques that lower the cost of housing; financing tools to leverage funding sources; policy changes that unlock land, zoning, and public resources; and private sector involvement in building and preserving affordable housing. This panel will include diverse stakeholders in the affordable housing industry, sharing their insights and solutions for meeting housing needs.
