Mandy Semple

Managing Partner Clutch Consulting Group

Mandy Chapman Semple is a nationally recognized homeless system expert. With a perspective that transcends traditional organizational boundaries, Mandy leads cities and partner organizations to make rehousing a political and programmatic priority, grow system capacity—and reduce homelessness. As Houston’s first Special Assistant to the Mayor for Homeless Initiatives, Mandy designed and co-managed the implementation of Houston’s nationally recognized homeless system transformation, resulting in a 60% reduction in homelessness in four years. In 2018, Mandy co-founded Clutch Consulting Group with operations, non-profit, and social service experts to help cities build efficient and effective systems that reach bold rehousing goals. Since then, their work has transformed systems in more than a dozen cities across the US, resulting in marked reductions in homelessness. Mandy and her team at Clutch Consulting Group lead from the field, radically reshaping service delivery and program management to meet the evolving landscape of homelessness and overcome seemingly intractable challenges.

ULI Homeless to Housed Symposium

Join host and moderator Lisa Benjamin (Lexicon Strategies and ULI Global Governing Trustee) for the third ULI Homeless to Housed (H2H) Symposium to explore solutions to the U.S. housing and homelessness crisis. Keynote speaker Mandy Chapman Semple (Clutch Consulting Group) will discuss Houston’s transformative homeless system, which reduced homelessness by 60% in four years, and outline private sector opportunities for “creating a new marketplace” for deeply affordable housing for individuals with extremely low or no income.
 
A multidisciplinary panel will weigh in, featuring Peggy Bailey (Center on Budget and Policy Priorities), Juawana Grant (Nevada Housing Division), and Jess Molasky (Ovation Co.). Special remarks provided by Preston Butcher, ULI Foundation Governor.
