His experience includes representing landowners, developers, businesses and governmental entities before administrative agencies and state and federal courts. David is a co-author of Ballot Box Navigator: A Practical and Tactical Guide to Land Use Initiatives and Referenda in California (Solano Press Books, 2003). He served as Vice-Chair of the Executive Committee for the State Bar's Real Property Law Section and is a member of the State Bar of California (Litigation and Real Property Sections), and the Contra Costa County Bar Association. David holds an A-V rating, and has been named a Northern California Super Lawyer. David secures entitlements for commercial, industrial, and residential projects throughout California involving all areas of land use law, including state and local planning and zoning law, the California Environmental Quality Act, the Subdivision Map Act, initiatives and referenda, annexations, condominium conversions, affordable housing, sustainable energy, wetlands regulations, eminent domain and inverse condemnation, the Williamson Act and development agreements. David is admitted to appear before the U.S. Supreme Court, the Federal and Ninth Circuits of the U.S. Court of Appeals, the U.S. Court of Federal Claims and the U.S. District Court for the Northern, Central and Eastern Districts of California.
