Daniel Saver

Deputy Executive Director BAHFA (Bay Area Housing Finance Authority)

Daniel Saver is the Deputy Executive Director for Housing and Energy at the Metropolitan Transportation Commission (MTC) and the Association of Bay Area Governments (ABAG). In this role, Daniel oversees two pioneering programs: the Bay Area Housing Finance Authority (BAHFA), California's first regional housing finance agency, and the Bay Area Regional Energy Network (BayREN), the state's first regional energy network. His responsibilities span strategic planning, policy leadership, fiscal oversight, program design and management and public engagement. As a leader at a set of intersectional regional organizations, Daniel's efforts are aimed to drive transformative change to ensure equitable access to housing, promote environmental stewardship, and foster resilient communities. Since joining MTC-ABAG, Daniel has played a key role in launching BAHFA and the award-winning Regional Housing Technical Assistance Program, which has supported all 109 Bay Area jurisdictions in developing and implementing their state-mandated Housing Elements. Daniel has also overseen a grant portfolio that has provided tens of millions of dollars to local governments for transit-oriented comprehensive planning efforts. These initiatives have pioneered new regional approaches to support affordable housing production, preservation, and anti-displacement strategies. Prior to joining MTC, Daniel was a housing attorney at Community Legal Services in East Palo Alto. Previously he clerked for the Honorable Jerome Farris on the U.S. Court of Appeals for the Ninth Circuit.
