Mr. Bill Fulton

Fellow Terner Center for Housing Innovation at UC Berkeley

Bill Fulton, FAICP, is a Fellow at the Terner Center for Housing Innovation at UC Berkeley, a Policy Designer at the UC San Diego Design Lab, and a Senior Advisor to PFM Consulting Group LLC. He also consults through his own firm, William Fulton Group. The author of GUIDE TO CALIFORNIA PLANNING, the standard urban planning textbook in Cailfornia, Bill is considered one of the nation's most prominent thought leaders on land use, housing, and economic development. He is a former Mayor of Ventura, California, and Director of Planning and Economic Development for the City of San Diego. In addition, he has served as Vice President for Policy and Implementation at Smart Growth America and Director of the Kinder Institute for Urban Research at Rice University in Houston. He holds master's degrees in mass communication from American University and urban planning from UCLA. His most recent book is PLACE AND PROSPERITY: HOW CITIES HELP US TO CONNECT AND INNOVATE.

Innovative State and Local Policies Facilitating Housing Production

State and local governments have been making the news in recent years pushing legislation, new funding, and other proposals to advance housing production. But how are they performing? And which policies should be replicated in other communities? This panel will discuss these innovative state and local housing policies and draw from the findings of the 2024 ULI Shaw Forum where developers, policymakers, economists, and researchers will deliberate on the policies they believe will prove most successful in producing quality housing in their communities.
