While the federal Opportunity Zone Program has been much discussed, this panel will focus on the actual experience of the first projects to go into construction, chosen from across the United States. The panelists are undertaking actual projects that are well advanced and will present mini–case studies (with relevant data and graphics). The moderator (ULI Senior Resident Fellow Tom Murphy) will draw from those panelists’ common issues and lessons learned, including issues with the regulations, experience in raising capital, structuring the investment, acceptance in the community and marketplace, problems to overcome, expected impacts and returns, and policy changes to be considered.
