As part of the bipartisan Federal Assets Sale and Transfer Act (2016), the Public Buildings Reform Board (PBRB) was established with the goal of identifying opportunities and efficiencies for the sale of surplus federal vacant and underused properties. It is estimated that nearly 30 percent of federally owned buildings are underused and cost taxpayers about $1.7 billion annually. These new opportunities for the purchase and redevelopment of former federal facilities and sites throughout the nation provide opportunities for ULI members.
