Lewis Center Sustainability Forum

The Lewis Center Sustainability Forum, formerly the ULI Randall Lewis/Building Healthy Places Forum, generously supported by ULI Foundation Governor Randall Lewis, will bring together leaders in decarbonization, health and equity, and resilience, and real estate to discuss what they are doing, planning, and observing in the field. The forum will be a content-heavy, interactive discussion and exchange.
 
This fall’s forum is organized in collaboration with ULI member leaders and focused on sharing information about water-wise strategies for the built environment, highlighting best practices from Las Vegas and the western United States and applying lessons from these projects to the work of forum participants. Symphony Park: The Transformation of a Brownfield into the City’s Center of Culture and Art

Tour Symphony Park, a 61-acre infill piece in the heart of downtown Las Vegas that is today the city’s center of arts, culture, and medicine with leaders from the city of Las Vegas Economic and Urban Development team. Once a brownfield, the site sat dormant for decades as the city of Las Vegas evolved around it. Today, Symphony Park is home to the magnificent Smith Center for Performing Arts (one of the country’s most acoustically sound theatres), Discovery Children’s Museum, and a recently announced Las Vegas Museum of Art funded in part by Elaine P. Wynn and Family Foundation in partnership with Los Angeles County Museum of Art that is currently under an Exclusive Negotiating Agreement with the city. Symphony Park is also home to two completed apartment buildings with three others currently under construction or in development, the famed Cleveland Clinic Lou Ruvo Center for Brain Health designed by Frank Gehry; Vic’s Las Vegas, a restaurant/lounge ideal for dining before or after the show at The Smith Center; and coming soon, a dual-branded hotel (Marriott/Westin).

Affordable Oasis: Creative Solutions to Address Nevada’s Housing Crisis

Hear from Nevada’s leading affordable housing developers about how they are addressing the local housing crisis. Decatur Commons consists of 480 units (240 family units and 240 senior units) of high-quality affordable housing for low-income families and seniors located on a 20-acre infill site in the heart of Las Vegas. Neighborhood amenities include proximity to the health department, schools, parks, retail stores, grocery stores, and a Regional Transportation Commission (RTC) bus route right outside the door. Designed with long-term sustainability in mind, Decatur Commons features energy-efficient appliances, windows, LED lighting, solar panels, and desert landscaping. Nevada HAND’s Resident Services are available to every resident at no cost and provide year-round life-enriching programs and access to community services in the areas of education, health and wellness, economic stability, and community engagement. In recognition of its excellence, Decatur Commons won the 2023 NAIOP Spotlight Award for Mixed-Use Development and a 2023 CoStar Impact Award for multifamily development.

As one of Nevada’s largest and leading apartment developers of both market-rate and affordable housing for low-income seniors and working families, Ovation Development and its nonprofit partner, Coordinated Living of Southern Nevada, ensure affordable housing communities maintain the exceptional quality associated with market-rate projects. To date, Ovation has completed 14 affordable housing communities, bringing to market more than 2,000 affordable apartment units. With seven more projects in the planning stages or under construction, by early 2028, Ovation will add an additional 1,500 affordable residences, providing much-needed financial relief for low-income residents in Southern Nevada, including families, seniors, and those who are employed but unable to find affordable housing. This tour will visit Tempo IV, an affordable senior living community with 208 units across two buildings, which will be completed in 2024.

Water Street District in Henderson: Revitalizing a Historic Main Street

Water Street, Henderson’s historic “main street USA,” was put on the map during World War II with the building of industrial plants that manufactured magnesium and other chemicals used in the war effort. Once a thriving civic hub, time and urban sprawl left Water Street in need of revitalization. Years of concerted redevelopment efforts, meticulous planning, and invaluable public/private partnerships have transformed the Water Street District into a vibrant, walkable, and friendly historic heart of Henderson. Significant new development in the area, including more than a dozen new restaurants and bars, multifamily housing projects, a hotel currently under construction, and America First Center, a two-sheet ice rink, have all contributed to the burgeoning success of the area. America First Center is a regional draw for the valley’s growing interest in sports and home of the AHL’s Henderson Silver Knights—the farm team to the Vegas Golden Knights. The Henderson City Hall Campus has recently been renovated to include a magnificent Water Street Plaza that has become a community gathering spot for sports-viewing parties, festivals, and family-friendly celebrations. Mobsters and Neon: The History of Las Vegas Told through the Mob Museum and Neon Museum

Located in the heart of downtown Las Vegas, The Mob Museum is an immersive experience exploring the ongoing power struggle between organized crime and law enforcement from the Mob’s origination to today. Hear the facts, the fiction, and the gray area in between that showcase the events and characters that played an integral (and infamous) role in shaping Las Vegas into the city it is today.

Founded in 1996, The Neon Museum is dedicated to collecting, preserving, studying, and exhibiting iconic Las Vegas signs for educational, historic, arts, and cultural enrichment. On its 2.27-acre campus, The Neon Museum has an outdoor exhibition space known as the Neon Boneyard (“boneyard” is traditionally the name for an area where items no longer in use are stored); the North Gallery, home to the immersive audiovisual experience “Brilliant!,” which uses projection mapping technology to animate more than 40 nonoperational signs; the Boulevard Gallery outdoor exhibit and event space; and its Visitors’ Center inside the former La Concha Motel lobby. The museum collection also includes nine restored signs installed as public art in downtown Las Vegas.

Water at Its Source: A Behind-the-Scenes Tour of Hoover Dam

Hoover Dam is a testimony to a country’s ability to construct monolithic projects amid adverse conditions. Built during the Depression; thousands of men and their families came to Black Canyon to tame the Colorado River. Now, years later, Hoover Dam still stands as a world-renowned structure. The dam is a National Historic Landmark and has been rated by the American Society of Civil Engineers as one of America’s Seven Modern Civil Engineering Wonders.

This tour will be led by the Bureau of Reclamation. Established in 1902, the Bureau of Reclamation is best known for the dams, powerplants, and canals it constructed in the 17 western states. These water projects led to homesteading and promoted the economic development of the West. Today, Reclamation is the largest wholesaler of water in the country, bringing water to more than 31 million people. Reclamation is also the second largest producer of hydroelectric power in the United States, annually providing more than 40 billion kilowatt hours generating nearly a billion dollars in power revenues and producing enough electricity to serve 3.5 million homes. Reclamation’s mission is to assist in meeting the increasing water demands of the West while protecting the environment and the public’s investment in these structures.

Cutting-Edge Industrial Development: Apex Industrial Park and Mosaic Commerce Center

Visit two of Las Vegas’s new innovative industrial developments. Apex Industrial Park, a unique 18,000-acre gem with 7,000 acres of developable land, includes Lower/Southern Apex, Middle Apex, and Upper Apex. The city of North Las Vegas has invested more than $63 million as part of a public/private partnership to bring water and sewer infrastructure to Apex Industrial Park. Additionally, the city is working with the Southern Nevada Water Authority on a $250 million investment that is bringing additional water and sewer infrastructure to Apex. Development has followed construction of the water line.

Creating the Cultural Core of Downtown Las Vegas in the Arts District

Las Vegas is known globally for “the Strip.” The economy thrives from the tens of millions of visitors the city hosts each year. A long-forgotten area of the city has been the Arts District and the associated downtown core. While some public buildings have dotted the civic core, much of the immediate downtown land has been surprisingly underdeveloped. In this tour, you will see the tactical measures the city of Las Vegas has made to encourage new development and renovations of existing building stock. The neighborhood was poised to see acceleration prior to the Great Recession. Then development stalled abruptly. Las Vegas is a resilient city that now sees widespread development (both large and small) that will create a momentum that sustains future economic cycles. The hope is that the downtown area can be seen as the heart of local Las Vegas—an area that draws from vibrant history with a keen eye on the future and risk taking. This tour will review the overall context of the Arts District including galleries, breweries, The English Hotel, street art programs, and multifamily residential projects. The tour will cover the variety of influences shaping this expanding neighborhood.

Las Vegas has always been known as an entertainment capital, but over recent years it has begun to emerge as a sports capital of the world. The Missing Middle: How Omaha Revitalized Its Downtown Core

Winner of a 2024 ULI Americas Open Space Award, The RiverFront in Omaha is the culmination of a nearly 40-year movement to restore access to the Missouri River. Three underused and disconnected parks were transformed into a 72-acre contiguous waterfront park that unites the downtown core with the river. Landscape architects Jim Burnett and Kyle Fiddelke of OJB will share how the master planning and design process ignited a bold public/private partnership to realize an ambitious civic vision for Omaha. The park connects the entertainment and cultural destinations with new businesses, residences, and office developments. Over 2.5 million visitors have enjoyed the park since its phased opening in 2022 in more than 1,200 free public events annually with 65 program partners. Over $500 million in economic development gains have already been realized, with an additional $1.2 billon linked to a streetcar development. Successful practices that help individuals out of homelessness and reduce it across entire communities often go unnoticed. Until We're All Home, a new documentary by Community Solutions and filmmakers Dewi Sungai and Jason Houston, highlights how six U.S. communities are significantly reducing homelessness through the Built for Zero movement. Stay for a post-film discussion led by Gordon Wayne, a passionate advocate and ABC New Person of the Week who overcame homelessness and is now in his second year of law school.
 
Gordon Wayne is a passionate advocate for ending homelessness. After graduating high school, he faced homelessness and lived in his car for 14 months. Undeterred, he earned his Associate's degree in one year while working full-time and later received a full scholarship to Boston College, where he studied leadership and marketing. Currently pursuing his J.D. at the University of Georgia School of Law on a full scholarship, Gordon has completed two walks (over 500 miles each), raising awareness and over $205,000 for the National Alliance to End Homelessness. Gordon's efforts have been recognized by several national and local media and news outlets, including The Tamron Hall Show, and he was named the ABC News Person of the Week twice for his work to make homelessness rare, brief, and non-recurring.

Join the ULI Women's Leadership Initiative (WLI) Americas for its signature program where Emma West, WLI Americas chair and partner at Bousfields Inc., will moderate a fireside chat with Former Mayor Debra March, of Henderson, Nevada's second largest city. Debra held the mayor position from 2017–2023. During that time, she successfully expanded Henderson into a sports hub to include the Raiders, Aces, and Silver Knights, using public/private partnerships for all these projects. Debra also created the Women's Community Leadership Network (WCLN) to promote opportunities for women and girls in Henderson. Sparking Development with Arts and Culture: Best Practices in Real Estate Development

The demand for creative placemaking in real estate development has grown rapidly since ULI's launch of its Creative Placemaking (CPM) project in 2016. ULI's 2020 publication, which inspired this session title, is the second most downloaded publication in ULI's history. ULI has built a body of CPM knowledge from studying real projects supplemented by site visits, interviews, surveys, and more. Art in Place, ULI's recent CPM initiative, involves nine global cohorts aimed at facilitating artist-developer connections. The initiative provides fresh insights and reinforces findings that CPM promotes thriving, equitable, and resilient cities and places. This session brings together a panel of internationally recognized leaders and CPM experts who corroborate ULI research with recent studies, including a 2023 study by the Toronto Metropolitan University and the recently released Volume 3 of The Place Economy containing hundreds of essays by real estate professionals spanning the globe. The $100,000 prize, which ULI awards annually, spotlights individuals and organizations that have been on the cutting edge, employing innovative processes, techniques, strategies, and insights to encourage and achieve the highest quality in development practices and policies at the global, national, or local levels.
 
At this reception we will be honoring, Dr. Robert D. Bullard, the 2024 ULI Prize for Visionaries in Urban Development Laureate. Dr. Bullard will be showcasing his work on environmental justice and policies. He is the founding director of the Bullard Center for Environmental and Climate Justice and a Distinguished Professor of Urban Planning and Environmental Policy at Texas Southern University. Dr. Robert D. Bullard is often recognized as the “father of environmental justice.” He is an accomplished author who has written 18 books. Dumping in Dixie: Race, Class and Environmental Quality (1990) by Robert Bullard, was the first book to address environmental justice.

The WLI Curated Conversations Dine Arounds will be an intimate dining experience in small groups to cultivate meaningful connections. We will first convene as a large group in the Fall Meeting rooms. Each dinner group will be hosted by a ULI Nevada WLI member, who will lead their small group to their restaurant destination. Groups will enjoy a seated dinner featuring inviting fireside chats to discuss key issues and topics of the day.

As office vacancies loomed large, the city of Calgary embarked on an ambitious journey to transform aging office buildings into vibrant residential hubs, and identify underused but coveted residential and mixed-use hubs in the city's historic east end. By the time the pandemic hit office vacancies, Calgary's foresight was being lauded by media and urbanists globally, with The Washington Post editorial board declaring that "Calgary offers a road map—and a tool kit—for D.C. and other beleaguered cities on how to make the switch rapidly and efficiently." Today, the green shoots of that visionary planning are sprouting across the city, from the largest arts infrastructure investment in Canada to an emerging Culture + Entertainment District packed with mixed-use community that's home to a new convention center and ascendant cultural beacons, room for 8,000 additional residents and 4 million square feet of new development to active transportation links that connect downtown's new residential reuse with the rest of the city.

Office Conversions and Building Systems: Value Add or Money Pit?

Understanding the value of an asset's building systems is critical for financiers and developers in managing project risks and setting expectations for conversion projects. With an increase in 'quick' assessment tools that qualify buildings at a high level (floor plates, amenities, aesthetics, etc.), owners don't really get the full picture unless they analyze the building systems that could comprise a significant percentage of the cost of the project. The panel will highlight experts in structural and MEP engineering to discuss unforeseen conditions hidden within existing building systems that limit the opportunity for conversion, or far worse – becoming money pits. Panelist will discuss the advantages of using building information models to help develop potential costs of building maintenance and future retrofits as well as carbon tracking. Navy Pier’s Reimagination: People-Centered Placemaking

Navy Pier, envisioned in Daniel Burnham's 1909 Plan of Chicago and designed by architect Charles Sumner Frost, was built in 1916 to meet demand for commercial shipping and leisure on the lakefront. Called "The People's Pier," it juxtaposed double-decker freight sheds with grand public spaces, evolving through its first century to meet the needs of Chicagoans. Since 2011, Navy Pier has been reimagined to provide its 8M+ annual guests with unique experiences and a built environment connecting the cityscape to the lakefront. A 2010 ULI report spurred the most recent improvements, including Polk Bros Park, a 13-acre green entrance to the Pier, as well as a JCFO-designed waterfront promenade, the Pier's "green spine." Further enhancing the guest experience are the state-of-the-art Yard theater, the iconic Centennial Ferris wheel, the KOO-designed Sable Hotel and Offshore, the world's largest rooftop bar (Guinness World Records). Together, these projects enhance the guest experience, answering the ULI panel's call that the Pier be a "public place to serve the people of Chicago and present its cultural fabric to the world." Drawing from its maritime past and unique location, more changes are envisioned with renewed focus on not only serving millions of annual guests, but also the thousands of employees, artists, and entrepreneurs that call Navy Pier home, supporting the cultural, tourism, and business economies while creating social impacts that reverberate throughout the community.

Next Generation Infrastructure: Catalyzing Sustainable, Profitable, and Equitable Communities

According to the World Economic Forum, "Infrastructure is a system of systems that links the built environment, the natural world, and the human experience." Cities and towns are archetypal "system of systems" where everything connects to and impacts everything else. Infrastructure, services, open spaces, community activities, and more cannot and should not be addressed in isolation.
