Silvia Saucedo, Esq and LEED AP, founded Saucedo Group, a Small Business Enterprise, in 2009 as a consulting firm to provide a variety of services in real-estate development, entitlements, public-private-partnerships, procurement, and inter-agency facilitation for all real-estate types. Ms. Saucedo has a proven track record of successfully navigating private sector, public benefit and governmental agency clients through the difficult issues arising from the procurement and development process.

Ms. Saucedo’s innovative and effective advice throughout every phase of the procurement, planning and approval process is based on her collection of unique and valuable experiences, perspectives, insights, talents and skills:

• As a former public-private-partnership leader for one of the largest college districts in the country, Ms. Saucedo appreciates the variety of opportunities and the challenges facing institutions whose goal is to monetize their assets and select the most appropriate partner.
• As a former executive for a major real estate development company, Ms. Saucedo recognizes first-hand the complicated and sophisticated challenges facing developers in a difficult and volatile environment.
• As a land-use and real estate attorney, Ms. Saucedo specializes in land use, entitlement, CEQA, eminent domain and administrative law matters for developer clients before a wide range of regulatory agencies and municipalities
• As a former policymaker, Ms. Saucedo understands the government approval, hearing and appeal processes. She served as the first Latina Commissioner for the Los Angeles Department of Water and Power where she oversaw, managed and set policy for the largest municipal utility in the country. Prior to her service at DWP, she became the youngest person in the history of the City of Los Angeles to be appointed to the Los Angeles Police Commission. During her tenure as a Police Commissioner she managed and formed policy for the LAPD and played a critical role in the selection of Chief William Bratton to lead the department. Ms. Saucedo was also appointed by Governor Gray Davis to the California State Teachers’ Retirement System, the largest teacher’s retirement fund in the United States.
• As an active member of various industry organizations, Ms. Saucedo continues to play a significant role in shaping policy. She served on the Urban Land Institute Advisory Board and Co-Lead the Building Health Places committee.

One of her most rewarding accomplishments is being an Adjunct Professor at USC in the Department of Real Estate Development (despite being a Bruin and a Husky). She enjoys travel, short mission trips and new air fryer recipes.
