Katherine Buck is a Senior Project Manager at ECOnorthwest and has over a decade of experience managing projects that evaluate housing, land development, and economic development opportunities. She blends her real estate experience and planning background to analyze current market conditions, test financial feasibility of proposed developments, and conduct sensitivity analysis to advise clients on how to create feasible projects and policies. Katherine has supported cities who are interested in public-private partnerships for social infrastructure by managing feasibility studies and serving as an Owner’s Representative. She is an active member of ULI Los Angeles and serves on ULI-LA’s Women’s Leadership Initiative Committee. Katherine earned a Master of Urban Planning and a Certificate of Real Estate Development at the University of Southern California and a B.A. in Public Policy at the University of Michigan.

There are many communities across the country that have experienced historic disinvestment and there are people and businesses in these communities that are still having problems accessing capital today. For instance, areas of South Los Angeles are food deserts, and the community has tried to attract new grocery stores for decades, but the private market has not yet made these investments in the community.
