Grace Ruiz-Stepter is the Director of the City of Anaheim’s Housing and Community Development Department. As the Anaheim HCD Director, she also holds the title of Executive Director of the Anaheim Housing Authority. She has served the City of Anaheim for over 17 years.

Her current responsibilities include managing a budget in excess of $200 million and more than 75 full-time employees, providing services to the City of Anaheim in the fields of rental assistance, community development, workforce development, neighborhood preservation, as well as affordable housing development. In the last two years, she also gained oversight of the City’s Homeless Services Unit. In this role, she has oversight of the full spectrum of homeless services from street outreach, shelter operations, the provision of supportive services and the delivery of permanent housing solutions.

Prior to joining the City of Anaheim team, Ms. Ruiz Stepter worked for Quadel Consulting and Training Corporation, a leader in providing program management, consulting and training solutions to the affordable housing industry. She’s also held various positions, with progressing responsibilities, at the Los Angeles County Community Development Authority where she began her career and served for over ten years.

In addition to her work in Anaheim, Ms. Ruiz-Stepter is involved with and has held leadership positions in various professional associations including the California Association of Housing Authorities (CAHA) and the National Association of Housing and Redevelopment Organizations (NAHRO). She currently serves on the United Way of Orange County, United to End Homelessness Leadership Council and is Co-Chair of the Orange County Continuum of Care Housing Committee.

Ms. Ruiz-Stepter earned a Bachelor of Arts in Sociology from the University of California at San Diego.
